护照在电池整个生命周期里都要能查：负责护照的经济运营者不再存在或退出欧盟业务之后，护照也要继续可查（第 78(e) 项）。
常见误区
我是中国工厂，欧盟进口商不用管护照吗？
要管。从中国进口电池、投放欧盟市场的进口商，就是对护照内容负责的经济运营者。护照可以由工厂先做好，再交给进口商。
护照交给服务商托管，数据会被拿去用吗？
法规不允许。代为存储或处理数据的企业，不得在提供服务所需之外，出售、再用或处理这些数据（第 78(d) 项）。
授权了别人代办，我就没有责任了吗？
不是。法规允许书面授权其他企业代办，但按法规规定，护照内容的最终责任在经济运营者。授权书怎么写，请找专业人士确认。
